Today, Mayor Danny Avula of Richmond announced the conclusion of Brandon Hinton’s assignment as Acting Deputy Chief Administrative Officer (DCAO) for Finance and Administration. Hinton, who holds the position of Deputy Manager of Administration in Henrico County, will return to his role there on July 7th. His temporary assignment in Richmond began on May 29, 2025.
Mayor Avula expressed gratitude for Hinton’s contribution during his time at City Hall. “I am so thankful for Brandon and for the time he spent in City Hall with me and my team. It takes a special person to come into a completely unfamiliar work setting and dig in for the greater good. I appreciate his dedication and willingness to roll up his sleeves to move the work forward,” stated Mayor Avula.
Rene Almaraz, currently serving as Director of Procurement, will assume responsibilities as interim DCAO for Finance and Administration, ensuring continued operations within the portfolio.
Mayor Avula has been actively building a competent leadership team since taking office. In January, Scott Morris was appointed Director of Utilities, followed by Amy Popovich as Deputy Chief Administrative Officer for Human Services. Recently, Odie Donald II was hired as Chief Administrative Officer; he is set to begin on July 9th. These appointments underscore Mayor Avula’s focus on establishing an effective City Hall leadership.
Further leadership announcements are anticipated this month, including naming a permanent DCAO for Finance and Administration.
