Trinija Martin has been appointed as the new Director of Human Resources for the City of Richmond. She brings over two decades of experience in human resources leadership and a background in both the public and private sectors.

Chief Administrative Officer Odie Donald II commented on her appointment, stating, “Continuously improving service delivery; overseeing the entire employee lifecycle from recruitment, hiring, and onboarding to training, compensation, and performance management; and legal compliance begins and ends with our employees. Ms. Martin’s record illuminates her passion for people and dedication to the communities she’s served. I’m excited to have her people centered approach to government managing our City’s workforce needs.”

Martin’s career includes roles at E*trade Financial and various positions within municipal and county governments. Most recently, she was Deputy Director of Human Resources for Wake County Government in North Carolina, where she managed people strategies across a large governmental organization. Before that, she led HR operations for the City of Waycross, Georgia.

In a statement regarding her new role, Martin said, “I believe deeply in the preeminence of character. Titles are rented, but character is owned. I am honored to serve the City of Richmond and look forward to partnering with leadership and employees to build a strong, equitable, and high-performing organization grounded in trust, accountability, and service to our community.”

Martin will begin her position with the City of Richmond on January 12, 2026.
