New parking decals for residents of the Fan Restricted Parking District in Richmond, Virginia, are now available for purchase. The decals, priced at $25 each, are limited in number and can be renewed through mail-in or in-person options by qualifying residents. Current permits will expire on June 30, 2025.

Residents must display the Fan permit on their vehicles to park for more than one hour during specified times from Monday to Friday. In certain areas like West Avenue and parts of Boyd and Birch Streets, as well as specific blocks of West Grace Street, parking is restricted to one hour from 7:00 a.m. to midnight every day.

To obtain a decal, residents need to complete a City of Richmond Residential Parking Permit Application and provide proof of residency. This includes either a real estate bill for property owners or a valid lease with owner approval for renters.

The definition of a resident encompasses property owners or renters within the district and their immediate family members residing at the same address who are licensed drivers with that address as their domicile.

Annual Visitor Passes are also offered at $35 each, limited to two per house or building address. These passes must be bought simultaneously with the Fan permit and are only available to residential homeowners.

Compliance with residency requirements and motor vehicle registration mandates by the Virginia Department of Motor Vehicles is obligatory for both property owners and renters.

More information about residency verification and permit purchases can be accessed through an online portal provided by the city. Decals and applications are also obtainable at City Hall during regular business hours.
