Henrico County Government announced on September 23, 2025, that the Board has approved a resolution to enhance the resilience and reliability of water service for residents in central and eastern Henrico. The announcement was made through a series of posts on the county’s official Twitter account.

According to the first post on September 23, “The Board approved a resolution directing county staff to move forward with a plan to enhance the resilience & reliability of water service for residents in areas of central and eastern Henrico.”

In a follow-up post at 22:56 UTC, the county detailed its next steps: “The East End Water Transmission Main project will install 13 miles of 42-inch diameter pipe from the Water Treatment Facility on Three Chopt Road to county facilities in eastern Henrico, enhancing the county’s transmission capacity.”

A third post provided context for this decision: “The project comes after a shutdown of Richmond’s water treatment plan in January left thousands of residents in eastern areas of the county without water service for several days. Henrico included $50 million of initial funding for the project in the fiscal 2025-26 budget.”

Henrico County is home to one public school district, which enrolled over 50,000 students during the 2023-24 school year. Deep Run High School had the highest enrollment among its schools, while Holladay Elementary led pre-kindergarten enrollment. Black students comprised about 35.7% of total enrollment during that period, making them the largest ethnic group within Henrico County schools. Overall student numbers saw a slight increase compared to previous years.

These infrastructure plans aim to prevent future disruptions like those experienced earlier in January and ensure reliable services for both residents and key institutions such as local schools.
