Henrico County Government announced the approval of two ordinances by the Board following a public hearing, including the establishment of an animal cruelty registry and the vacating of a building line at 504 Ridge Top Road.
On December 3, 2025, Henrico County Government stated, “Following a public hearing, the Board has approved an ordinance that establishes an animal cruelty registry in Henrico.” The same day, it was clarified that “Authorized by a Virginia law that took effect July 1, 2024, the registry will include names & relevant information of individuals convicted of certain felony offenses of animal cruelty.”
In another decision made during the public hearing, Henrico County Government posted on December 3, 2025: “Following a public hearing, the Board has approved an ordinance to vacate a building line at 504 Ridge Top Road. The owners requested the action to enable improvements to a home on the property.”
The new animal cruelty registry is enabled by state legislation effective since July 1, 2024. This measure aims to increase transparency regarding individuals convicted of serious animal cruelty offenses within Henrico County.
Henrico County serves a diverse population and is home to one school district with more than 50,000 students enrolled during the 2023-24 academic year (source). Deep Run High School had the highest enrollment among county schools for that period (source). Black students represented the largest ethnic group in local schools at nearly 36% of total enrollment (source).
