Henrico County Government approves land actions and lease agreements after board hearings

Henrico County Government announced on September 23, 2025, that its Board approved two resolutions following a public hearing: one authorizing condemnation proceedings for property on Chapman Lane to support a water-service extension project, and another approving a five-year farmland lease at 8701 Willis Church Road.

In the first announcement, Henrico County Government stated, “Following a public hearing, the Board approved a resolution authorizing condemnation proceedings for property on Chapman Lane for a water-service extension project. The property owners are deceased; the county has been unable to identify anyone to convey legal title.” This action allows the county to proceed with acquiring land necessary for expanding water services after unsuccessful attempts to locate heirs or individuals able to transfer ownership.

The government also noted ongoing efforts to resolve the matter amicably: “The county will continue to seek voluntary acquisition of the property.” This indicates that despite legal steps toward condemnation, officials remain open to negotiating with any potential claimants who may come forward.

Additionally, Henrico County’s Board approved another measure related to local agriculture. According to their post, “Following a public hearing, the Board approved a resolution for a 5-year lease of 1,050 acres of farmland at 8701 Willis Church Road. Creamfield Farm LLC will pay $15,750 annual rent beginning Jan. 1. The lease includes an option for a five-year renewal.”

Henrico County is home to Henrico County Public Schools District—the only school district in the area—which enrolled over 50,000 students during the 2023-24 academic year (source). Deep Run High School had the highest enrollment among its schools that year (source). Black students made up the largest ethnic group in Henrico schools in 2023-24 (source). Enrollment figures saw slight growth compared with previous years (source), and Holladay Elementary School led pre-kindergarten enrollments (source).
