The City of Richmond has announced the appointment of Letitia Shelton as the new Director of Finance. Shelton, who has over 30 years of experience in public sector finance, will start her role on August 6th. Previously, she served as Director of Finance for the City of Virginia Beach, which holds a Triple-A bond rating from all three major credit rating agencies.

“Ms. Shelton is a powerhouse in municipal finance and operations, and we are incredibly blessed to have her return to Richmond for this critical leadership role,” said Chief Administrative Officer Odie Donald II. “She brings a much-needed combination of technical expertise, executive leadership, and deep roots in Richmond.”

Shelton was born and raised in Richmond and began her career with the city. She served for 19 years in several key roles including Interim Director of Public Works and Deputy Director of Finance and Administration.

“Richmond is home, and where I started my career. It’s where I learned the power of public service,” said Shelton.

Mayor Danny Avula also expressed his support: “Ms. Shelton brings exactly the right experience and leadership to this role.”

During her time with Virginia Beach, Shelton helped maintain its Triple-A rating from all three major credit rating agencies.

Shelton’s first day with the City of Richmond is set for Wednesday, August 6th.
