Miller elected chair; Carroll named vice chair of Chesterfield Board of Supervisors

Dr. Mark Miller, who has represented the Midlothian District on the Chesterfield Board of Supervisors since 2022, was elected as chair by fellow board members on January 7. Miller had previously served as vice chair for two years before taking on this new role, which he will hold through the end of 2026.

“It is an honor to be serving as chair,” said Miller. “When [wife] Jennifer and I arrived here in 1997, it never occurred to us in our wildest dreams that I would have the honor to serve as chair of the Chesterfield County Board of Supervisors. I thank this board for the trust you put in me. I couldn’t be more grateful.”

Miller also expressed appreciation for outgoing chair Jim Ingle, supervisor for Bermuda District, citing his leadership during a challenging year following the death of Dale District Supervisor Jim Holland in October 2025. “It has been an honor and a privilege, and humbling to serve in this role, but I know it will be in good hands over this next year,” Ingle said.

Kevin Carroll, Matoaca District Supervisor, was elected vice chair for 2026 at Wednesday’s organizational meeting. Carroll has held leadership roles with the board before, including vice chair in 2020 and chair in 2023.

During the meeting, supervisors also approved their calendar and rules of procedure for 2026. Charleita Richardson was appointed to fill the Dale District seat on the Chesterfield Planning Commission until December 31, 2027. Richardson replaces Dr. LeQuan Hylton, who is currently acting as interim supervisor for Dale District pending a special election scheduled for November.
