City of Richmond offices and buildings will open at 10 a.m. on Tuesday, December 9, 2025, due to expected freezing and icy conditions overnight. Virtual services, including the 311 line and the Department of Utilities Call Center, will remain available during this period.

Residents are advised to check go.rva.gov/winter-weather for updates and follow the City of Richmond’s social media channels for information about city operations. The public is also encouraged to monitor reliable weather sources such as the National Weather Service for current weather conditions.

To provide shelter for vulnerable residents during severe weather, the city’s Inclement Weather Shelter at 1900 Chamberlayne Avenue, operated by the Salvation Army, will continue its operations as needed according to weather conditions. More details are available at rva.gov/human-services/inclement-weather.

Residents are urged to sign up for Richmond Ready Alerts in order to receive critical emergency and weather notifications from the City of Richmond. According to city guidance: “Residents can text ‘RVAREADY’ to 888-777 to receive a sign-up link or visit rva.gov/richmondreadyalerts to learn more.”
