Richmond delays opening of city offices due to icy conditions

City of Richmond offices and buildings will open at 12 p.m. on Tuesday, December 9, 2025, due to ongoing freezing and icy conditions. The city announced that virtual services such as the 311 line and the Department of Utilities Call Center will remain available during this time.

Residents are advised to check go.rva.gov/winter-weather for updates and follow the City of Richmond’s social media channels for information about city operations. For weather updates, officials recommend monitoring reliable sources like the National Weather Service.

Physical spaces including community centers and libraries will not open until noon. All courts in Richmond—Circuit, General District, and Juvenile Courts—will be closed on Tuesday. Virtual city services, including online payments and DPU’s Call Center, remain accessible; residents needing assistance can call 311 or visit rva311.com.

Street cleaning is canceled for Tuesday. Trash collection will be delayed by one day because of the weather; residents are asked to leave their supercans out through Friday so crews can collect them when possible. Recycling collection is also suspended for the day; any changes to this schedule can be found at cvwma.com.

The Salvation Army Inclement Weather Shelter at 1900 Chamberlayne Avenue will stay open all day Tuesday and until 11 a.m. Wednesday to provide shelter for vulnerable residents as long as severe weather continues. More information is available at rva.gov/human-services/inclement-weather.

GRTC buses are expected to operate on snow routes; riders should check ridegrtc.com for service updates.
