Richmond Department of Public Works seeks public input on Hull Street safety after crash surge

Over 495 traffic accidents have occurred along Hull Street between Cowardin Avenue and Belt Boulevard since 2017, according to the Richmond Department of Public Works (DPW). In response, DPW will hold a community meeting on Tuesday, September 30, from 6 to 7:30 p.m. at Richmond High School for the Arts, located at 4314 Crutchfield Street.

The meeting aims to address ongoing safety concerns and gather input from residents. DPW representatives plan to present crash statistics, discuss proposed measures for reducing speeding and improving traffic safety, and collect feedback on community priorities.

Data shared by DPW shows that from 2017 to 2024 there were 495 total crashes in the corridor, averaging about 60 per year. These incidents resulted in 379 injuries—approximately 48 annually—including 45 life-altering injuries and five fatalities. The report also notes that there were fifteen serious pedestrian injuries with four pedestrian deaths during this period.

Speeding remains a significant concern on Hull Street. The fastest five percent of drivers reached speeds between 48 and 72 miles per hour.

Several intersections have been identified as having a high number of injuries. Among them are Chopton Street (61 people injured), Swansboro Lane (43), Broad Rock (37), Evans Street (28), Playn Street (28), McGuire Drive (28), and others with lower but notable numbers.

“Public input from this meeting will help guide future safety improvements and infrastructure decisions,” DPW stated in its announcement.
