Traffic changes set for Williamsburg Avenue as sewer project progresses

The City of Richmond Department of Public Utilities has announced changes to traffic patterns on Williamsburg Avenue as work continues on the Combined Sewer Overflow (CSO) Outfall 004 Improvement Project.

Beginning Monday, September 29, crews will open one lane for westbound traffic with flagger assistance in the 3200 – 3400 blocks of Williamsburg Avenue from 7:00 a.m. to 10:00 a.m., Monday through Friday, until December 2025. Outside these hours, the stretch between Stony Run Road and S. 31st Street will allow only eastbound traffic. On weekends, no flaggers will be present and only eastbound traffic will be permitted.

According to the Department of Public Utilities, “Starting Monday, September 29, crews will open one lane of flagger assisted westbound traffic at the 3200 – 3400 blocks of Williamsburg Avenue. This lane opening will be in effect from 7:00 a.m. to 10:00 a.m. Monday through Friday through December 2025. Outside of these hours the traffic pattern will revert to eastbound only traffic for this stretch of Williamsburg Avenue between Stony Run Road and S. 31st Street.”

The CSO Outfall 004 Improvement Project is part of Richmond’s broader Combined Sewer Overflow Interim Plan and includes installation of a larger pipe, new manholes, relocation of an outfall into Gillies Creek, and construction of control structures designed to better manage sewer flow. The project aims to prevent approximately 48 overflow events each year and reduce overflow by about 5.1 million gallons annually.

Funding for this project comes entirely from a $100 million ARPA grant.

Key construction milestones include near completion of the CSO regulator structure and successful tunneling for large diameter pipes under Williamsburg Road and beneath a railroad crossing. Unanticipated underground conditions have delayed completion from January to December 2025; however, officials report that the project remains within budget.
